3 uses; upon use the wearer starts to see time slow around them almost to a crawl though they are unaffected by this temporal change that lasts for 1d4-1 rounds, during this time the wearer may take an additional movement, action, and bonus action during each of their turns as well as all attacks have advantage, any spells that require Dex save are made with disadvantage as the spell seams to whip out faster than what could be dodged.

this item regains 1d4-1 uses at the start of each day if the item is on 0 uses and none are restored the next morning, the item breaks and is no longer magical in nature and turns into an ordinary broken ring.
