The Item resembles an ornate circular mat or carpet made from a strange springy material that is soft and comfy to sit on. It is decorated with designs of the astral sea including depictions of various beasts native to the astral, Githzerai and Red Dragons going to war and Mindflayers being masacred by Heroic Gith.  It is large enough to accomodate up to 5 creatures comfortably.

While rolled out and placed on the floor the Items effect activates once a Creature steps on it. Time is sped up for all creatures standing or sitting on the carpet. 1 hour on the carpet equates to 10 minutes off of it. Creatures on the carpet while its effects are active can still be influenced and affected by the world around them.
