Weapon (rapier), legendary (requires attunement by a by a sorcerer, warlock, or wizard to attain it's properties.)
This item initially appears to be a magical rod but upon further inspection reveals itself to be an ornately carved ivory sword hilt inlaid with gold.  Where the guard and pommel would be are bands of silver faintly etched with arcane runes and symbols.
Once attuned you understand that it is a legendary weapon that grows in strength as the wielder grows in strength.  In addition to the connection you create with the item: you can use a bonus action to telepathically activate the item causing a long thin rapier blade to emerge from the hilt along with a decorative full guard and egg shaped pommel, all in a flash of light.  The blade, guard, and pommel are faintly etched with the same runes and symbols that were on the silver bands.
While wielding this item (in either rod form or rapier form), you can use a bonus action to telepathically activate the runes, causing light to pour out of them. The runes shed bright light in a 10-foot radius and dim light for an additional 10 feet. The light lasts until you use a bonus action to deactivate the item or it becomes unattuned to you.
