Description:
Crafted by the Water Elemental Wilxes, a renowned creator of odd items that people sometimes find washed ashore. The chain shirt is made of interlocking coral rings of green and aqua coloration and is worn over sections of pearlescent seashells with a cured seaweed layer underneath. This armor offers modest protection to the wearer's upper body and allows the sound of the rings rubbing against one another to be muffled by outer layers.

Activation Prerequisite: (Verbal, Somatic) To activate the item's ability, you must make a swimming motion with a hand and verbalize the sound of bubbles.
Duration: Concentration, up to 1 Minute.
Item Ability Description:
Choose a willing creature that you can see within range. Until the effect ends, the target's speed is doubled, it gains a +2 Bonus to AC, it has Advantage on Dexterity Saving Throws, and it gains an additional Action on each of its turns.
This Action can be used only to take the Attack (*one weapon attack only*), Dash, Disengage, Hide, or Use an Object action.

When the effect ends, the target can't move or take actions until after its next turn, as a wave of lethargy sweeps over it.
