Dark wooden staff, metal shod on one end & a large hoop on the other. The metal is a dark blue shade. The hoop has 2 orange and 2 yellow gems embedded at 4 points and an orange & yellow pinwheel shaped gem magically suspended in the center.
When used as a magic focus (magic focus +1), the crystal spins creating wind strong enough to feel but not effect most items.
Every time the user casts a spell, the Windwheel will store charges equal to the spell level.
The charges last for 1 minute and can be used to discharge electricity on a target as an action (similar to the lightening bolt spell).
The target must succeed on a dexterity saving throw against the user spell DC or take 1d6 electrical damage per charge expended. Successful saves take half damage, failure takes full damage.
