The Zephyr Stride Bracelet creates a holodisk that allows the wearer to ride. As an action, the wearer can activate the disk and ride the disk gaining a +20 movement speed. As a reaction, the rider can attempt to dodge a melee attack or spell attack. The DC is based on the riders proficiency starting at a DC 20 Dexterity check. The Rider can gain proficiency by spending time riding the disk and training in its uses to lower the DC of the save. 

The disk can only move horizontally and over small brush or objects on the road. It cannot move vertically (fly)
