Positive effects: Increases Wis. saving throws by +2. Advantage against being charmed or possessed.  Resistance to Psychic damage. Can detect when the Scrying spell is used on anything or anyone within 10 ft of the wearer. To determine any info from this, the wearer must make a Wis. (Perc.) check that exceeds the casters Spell Save DC.

 Negative effects: This hat looks utterly ridiculous (but at least the voices are blocked out). The wearer has disadvantage on Charisma checks, and -2 to all skills pertaining to Charisma.
