You get a +1 bonus to attack and damage rolls with this weapon.

When scoring a critical hit while using this weapon, The Tickle Stick will automatically cast Hideous Laughter on the target regardless of the target's type (regular rules for the spell will apply). The target must succeed on a WIS save of 15 or suffer the effects of Hideous Laughter. A critical fail will cause the weapon to backfire and cast the spell on the user, the user then must succeed on a WIS save of 15 or suffer the effects of Hideous Laughter.

Slightly shorter than most other Rapier's you've encountered, you can infer this weapon may have once originally been crafted for someone a bit smaller in stature. The thin shaft shines a deep blood red all the way up to the pointy tip. The handle is fashioned out of a slightly twisted horn of some kind. A black dome-shaped iron guard rests atop the handle and a very faint red glow emanates from the sigils around the outer part of the guard. While the weapon itself is not evil, it probably wasn't crafted by your local blacksmith. Underneath the guard scratched onto the surface are the initials F.W.

 

Proficiency with a Rapier allows you to add your proficiency bonus to the attack roll for any attack you make with it.
