A vaguely reflective cloak of silky pale blue fabric, it appears to be moved by a gentle breeze when in still conditions.  It feels weightless to the wearer.

Once per day, roll 1d4 and adjust the wearer's speed based on the outcome. On a 1, the wearer's speed is reduced by 5 feet. On a 2, increased by 5 feet. On a 3, increased by 10 feet. On a 4, increased by 15 feet.
