The lutevane was given to Charlie by Mr. Light after they met at the Witchlight carnival.

Spellcasting Focus. While holding the Lutevane, you can use it as a +3 spellcasting focus. You must play "monkeys, spinning monkeys" on it.

Commanding Presence.  It has 4 charges of the command spell that will be cast at the wielders highest level. This item also gives the user advantage on all rolls that are related to performance/acting. the weathervane will also point in the direction of a sought out emotion or item specified by the user.
