The Item looks like a cloak with a hood. It is a shimmering blue colour. If it is worn by an amphibious or water creature who has attuned to it, that creature can take an action to create a column of water approximately 5 feet in diameter and 9 feet high that surrounds them fully immersing them for up to one hour. This will allow any creature that needs to be fully immersed in water on a regular basis to do so even when they are far from any natural source of water.

While in the column ranged attacks against the wearer will have a disadvantage due to the waters refractive and reflective properties. Also the wearer can swim to the top of the water column

The wearer can take an action dispel the column at will at which time the water disappears.
