This javelin is a magic weapon. When you hurl it and speak its command word, it transforms into a bolt of lightning, forming a line 5 feet wide that extends out from you to a target within 120 feet. Each creature in the line excluding you and the target must make a DC 13 Dexterity saving throw, taking 4d6 lightning damage on a failed save, and half as much damage on a successful one. The lightning bolt turns back into a javelin when it reaches the target. Make a ranged weapon attack against the target. On a hit, the target takes damage from the javelin plus 4d6 lightning damage.
The javelin's property can't be used again until the next dawn. In the meantime, the javelin can still be used as a magic weapon.
Proficiency with a Javelin allows you to add your proficiency bonus to the attack roll for any attack you make with it.
This weapon has the following mastery property. To use this property, you must have a feature that lets you use it.
Slow. If you hit a creature with this weapon and deal damage to it, you can reduce its Speed by 10 feet until the start of your next turn. If the creature is hit more than once by weapons that have this property, the Speed reduction doesn’t exceed 10 feet.

I suspect the fact that it turns into a lightning bolt and then back into a javelin means that the Ranged Weapon Attack you make at the target does not suffer disadvantage for range. If it were worded like "You throw the javelin at a target, and creatures on a line between you and the target suffer lightning damage", then it would use the range modifiers for a physical javelin. This wording implies it's a magical attack that more or less teleports the javelin to the destination and then makes the attack at the end.
That's my opinion, anyway.

Does that mean all lightning damage (so that it's only used as a magic damage javelin), or does that refer to only the AOE lightning damage (so that it still does lightning damage to an endpoint target of a javelin throw)??

Posted May 10, 2020I play as the Eldritch Knight variant of a fighter and so can bond to weapons. On an action I can throw this and as a bonus action summon it back to my hand. Seemed to really piss of my party that this was a thing.....

Posted Jul 11, 2020Now that the Artificer is released (Eberron:RFtLW), and "Returning weapon" is a valid property as an infusion, I don't see the harm in modifying this weapon for your campaign to become a Javelin of Returning (+1), with the ability to do the lightning bolt trick 1/day.
The lightning bolt thing is great at lower levels, but once you get to tier 2 or higher, its value diminishes somewhat, so a returning property makes the weapon still relevant (plus perhaps encourages a "thrower" build, which is pretty rare in 5e).

Posted Aug 1, 2020I agree. I will also point out that a normal ranged attack with other creatures between you and your target would grant the target half cover and a corresponding +2 AC/DEX save increase, which this does not specify for the 1 lightning attack/day.
