Can you drown in a bathtub of this stuff?

What would be the average cost of this to make? I’m DMing an Acquisitions Incorporated Campaign and am trying to figure out how long it would take the party to make a batch to sell. The algae it says is worth about 50 gp, and the other components are 150 gp. Yet it can sell at a store for 500 gp In water deep, or 250 in phalandrin according to book. So do i go with component cost or sell cost?

Using the downtime rules in Xanathar's Guide to Everything about crafting magic items, I'd say it takes about 1 workweek and someone proficient with an alchemist's kit to brew up an uncommon potion. I'd keep the cost to brew one potion at 200 gp since the players don't need to work too terribly hard to get the algae necessary for brewing it.

It would depend on demand and location. Near an ocean... High usage higher price. Desert or grass land low cost. Distance from where the algae is also important close to the product lower cost need special delivery takes time so far away more cost. Icewind Dale might be 5-6 hundred. Water deep high useage but closer than icewind Dale... So 5-4 hundred. 

It should always cost more to buy it than make it... Profit and everything but a manufacturer might get a bulk discount... So never less than 200g unless you have a reason to make it cheaper

I actually handle it the other way.  You can talk normally, but others may not be able to understand your words unless they are within 5 ft.  

The reason being that if you cannot talk while using this then spellcasters suffer a much greater inconvenience from being underwater than other classes.    Also makes a cost of 4-500GP more palatable.

 Yeah, I didn't word that well. I would assume you can talk just like anyone can talk underwater.  Just that understanding you is going to be hard, like it normally is.  As for spellcasting, you could argue that the spellcaster said the words correctly and that is all it takes. The words don't have to be understood by someone for the spell to take effect.

On the chart it says to half the time and money in regards to consumables, so 100gp and 1 workweek.
