It can't hold its breath now and its intelligence is still 3? AND it can't grapple, the only thing tentacles are known for? Tentacles don't just beat people.
At least it has infinite speed...just kidding, this thing is clearly unfinished.

How dare they only give it a tentacle attack but then the art shows a blue Ring octopus? It should have a bite that does as much secondary poison damage as a half dragon assassins attack.
Also, it should have the mimics ability to be false appearance as any item or background, due to their ability to essentially shape change and change colors.
Octopi have beaks, and yet WoTC gives them tentacle attack. Larger octopi using them makes sense, as they use them to restrain prey and bring it towards their beak. Small octopi? You shouldn't even be fighting these guys. Also, the Blue Ringed Octopus would be a significantly higher CR than this guy, as they're one of the most venomous animals on Earth.
