Incubus Form. When the succubus finishes a Long Rest, it can shape-shift into an Incubus, using that stat block instead of this one.
Multiattack. The succubus makes one Fiendish Touch attack and uses Charm or Draining Kiss.
Fiendish Touch. Melee Attack Roll: +7, reach 5 ft. Hit: 16 (2d10 + 5) Psychic damage.
Charm. The succubus casts Dominate Person (level 8 version), requiring no spell components and using Charisma as the spellcasting ability (spell save DC 15).
Draining Kiss. Constitution Saving Throw: DC 15, one creature Charmed by the succubus within 5 feet. Failure: 13 (3d8) Psychic damage. Success: Half damage. Failure or Success: The target’s Hit Point maximum decreases by an amount equal to the damage taken.
Shape-Shift. The succubus shape-shifts to resemble a Medium or Small Humanoid or back into its true form. Its game statistics are the same in each form, except its Fly Speed is available only in its true form. Any equipment it’s wearing or carrying isn’t transformed.

Why is a CR 4 creature casting Dominate Person at the eighth level at will?
2014 version of the succubus/incubus had a "Charm" action that functionally did the same thing with a few slight differences. My guess is that instead of having this creature have a "unique" ability, they wanted to include this in their spellcasting ability. Not sure if it will be better cause now you have to cross reference, but is easier to parse through the stat block. As long as you are online, it's probably simpler for the DM.
Also, remember that they are casting a 5th level spell at an 8th level with the only benefit being a longer duration which is still shorter than the 24 hours that the 2014 version lasted.

So..first they didn't want enemies to have spellcasting because they thought it was hard to keep track of, and didn't want DM's to have to keep checking the spell list, now they're taking abilities like Charm, which was similar but mechanically distinct from domination spells and just..replacing it with the spell that has the closest effect?
Doesn't say how to restore the hit point maximum. Previous version was via a long rest but would be nice if it told us
Greater Restoration spell will do it.

Consulting the 2024 PHB, any Hit Point maximum reductions are removed on a Long Rest.

Oh yeah, the old one with its once per turn action was so strong, the Charm which if you succeded you no longer had to worry about for the entire combat, and the 1d6+3 damage scratch. The only thing that was more dangerous was the Kiss.
The 2024 version of Greater Restoration has restoring Hit Point Maximum built into it. Standardising the fix.
In what way? The new one has better hit points, multi-attack, a better claw attack, and the ability to charm multiple targets as many times as it wants. Kiss is the only thing that is weaker, which is probably to try and balance all its much better attacks and abilities. The old one is the joke in comparison.

As a note, the multiple targets part isn't correct. The extension on the timer is how long concentration can last on it, not how long it lasts without concentrating. So recasting would still break it.
How would they interact with Moonbeam considering they shapeshift back and forth with Incubi?

Incubus or succubus is their true form depending on the stat block. Moonbeam only effects their form if they’re disguised as some other creature.
everything is a nerf if you only look at one specific thing while ignoring everything else
