Traits
Pack Tactics. The tough has Advantage on an attack roll against a creature if at least one of the tough’s allies is within 5 feet of the creature and the ally doesn’t have the Incapacitated condition.
Actions
Multiattack. The tough makes two attacks, using Warhammer or Heavy Crossbow in any combination.
Warhammer. Melee Attack Roll: +5, reach 5 ft. Hit: 12 (2d8 + 3) Bludgeoning damage. If the target is a Large or smaller creature, the tough pushes the target up to 10 feet straight away from itself.
Heavy Crossbow. Ranged Attack Roll: +4, range 100/400 ft. Hit: 13 (2d10 + 2) Piercing damage.

This combined with a clue from the DMG leads me to believe that "Tough" is gonna be a new NPC group. Perhaps replacing the Thug?

I dont think they are going to use npc descriptions on the adventure, because that is where their character is described rather than the NPC statblock. The guy that uses the statblock (Garthezz Drule), is actually described in the adventure.

No I think a statblock that can easily get advantage, hits for an average of 12 damage, two attacks, over 80 hp, and 16 ac is pretty right according to its cr.
You're correct.
Building an encounter with this and 4 regular toughs. Increasing difficulty slightly by giving the boss a javelin of lightning. Nice bit of loot for my party plus that lightning bolt is gonna catch them off guard.
I like that they can use their mastery property for the warhammer, makes it powerful without mad damage. Their crossbow deals more damage than the hammer though, for some reason...
