Bite's damage is reduced from 7(2d6) or 3(1d6) if bloodied to 5(2d4) or 2(1d4) if bloodied.

Should Dissonant Whispers only affect one rat in the Swarm? A DM said that since the spell only affects one mind, it only cause one rat to flea and then die.
RAW, dissonant whispers targets one creature. Swarms are treated as a single creature for most purposes, but they are technically many different individuals, and the official rules do not offer much guidance when it comes to the treatment of swarms, so there is a lot of grey space when it comes to various spells.
Most enchantment spells would not work on a swarm, as they are immune to both the charmed and frightened conditions, but Dissonant Whispers is not tagged as either a charm or fear effect, so it seems like it should work against a swarm. At the same time, that makes no sense thematically, and it really feels like the spell should count as a fear effect. All this to say: I can see where your DM was coming from, but I think a lot of DMs would have ruled it so the spell affects the entire swarm, because that seems more RAI.
