Even a Young Red Dragon is a terrifying enemy, especially to Commoner scale. I think most DMs would be smart to give this stat block some Legendary Actions.
If I were to run it as a solo encounter for a 10th-level party, I'd double its HP and give it some LRs (and maybe even LAs).
You could run it as a solo fight RAW for a 6th-level party.
