A storm cloud appears in the shape of a cylinder that is 10 feet tall with a 60-foot radius, centered on a point you can see within range directly above you. The spell fails if you can’t see a point in the air where the storm cloud could appear (for example, if you are in a room that can’t accommodate the cloud).
When you cast the spell, choose a point you can see under the cloud. A bolt of lightning flashes down from the cloud to that point. Each creature within 5 feet of that point must make a Dexterity saving throw. A creature takes 3d10 lightning damage on a failed save, or half as much damage on a successful one. On each of your turns until the spell ends, you can use your action to call down lightning in this way again, targeting the same point or a different one.
If you are outdoors in stormy conditions when you cast this spell, the spell gives you control over the existing storm instead of creating a new one. Under such conditions, the spell’s damage increases by 1d10.
At Higher Levels. When you cast this spell using a spell slot of 4th or higher level, the damage increases by 1d10 for each slot level above 3rd.
Fr they should
Big bad dude has ton of magic using minions all casting this………… >:)
so let me get this straight if a storm is overhead and the cloud is idk 300 feet across and i use this spell do i have 300 ft of range cause it would be under the cloud?
Nope, casting the spell, then burrowing down as a badger, and continuing to call down lightning doesn't work. The spell specifically says "On each of your turns until the spell ends, you can use your action to call down lightning in this way again", i.e. on a point you can see. And you're not seeing much if you've burrowed underground.
The spell, as written, would seem to be quite broken on 2 points:
This spell, moreso than most, requires good in-game ruling by your DM. Flag it to them early.
I tend to agree with you.
Many commentators here seem to have overlooked the "..on a point you can see" part.
That being said:
The Cave Badger has the "Tremor Sense" feature which allows them to "pinpoint the origin of vibrations" within a 60feet radius.
The problem is that the spell specifically says "you can see", so it would probably be a DM-decision, if "pinpointing an origin" can replace "you can see" in this case.
To deal with the people running away issue, you could use plant growth first, which is non concentration, and makes a 100 radius area take 4x the amount of movement to move in, so you would have plenty of time to smite anyone caught in the area
