You attempt to suppress strong emotions in a group of people. Each humanoid in a 20-foot-radius sphere centered on a point you choose within range must make a Charisma saving throw; a creature can choose to fail this saving throw if it wishes. If a creature fails its saving throw, choose one of the following two effects.
You can suppress any effect causing a target to be charmed or frightened. When this spell ends, any suppressed effect resumes, provided that its duration has not expired in the meantime.
Alternatively, you can make a target indifferent about creatures of your choice that it is hostile toward. This indifference ends if the target is attacked or harmed by a spell or if it witnesses any of its friends being harmed. When the spell ends, the creature becomes hostile again, unless the DM rules otherwise.

Regarding the discussion of whether this spell could end a barbarian's rage: If the caster uses the second effect of the spell (making the barbarian indifferent to all creatures they were hostile towards), you have a strong argument that they would not be attacking anyone during their turn, and at the end of their turn the rage would end unless the effect ended prematurely or they took damage since their last turn.

This is a really interesting idea, and although it's not specifically called out in the spell description, I would probably allow it as a DM.
It's also an explicitly implemented effect of the version of this spell in Baldur's Gate 3.
This is stronger than most people realize, given that you can center the radius on yourself, purposely fail the saving throw, and then become immune to a Frightening Presence
Edit: I just realized now that it also suppresses Charmed, so you can stop mind control instantly
