No you can't, smite spells are concentration and so is this spell.
I believe they're referring to the normal Divine Smite, the paladin class ability.
This becomes so much better in OneD&D if you use an off hand weapon with the Nick property, if you utilize your action, bonus action, and Nick attack on the same turn, you can get 3d4 extra radiant damage per turn with just a level one spell. Let's say a character uses two scimitars, and has a strength of +3. Assuming all attacks hit, that's 3d6 + 3d4 + 6 if we take the dual wielding fighting style at level 2, giving us 24 average damage if we hit all attacks at level 2. I'm sure you could optimize it further, but I'm just making a paladin character now and realized how dummy busted this could get.
