You touch a willing creature. The target gains a flying speed of 60 feet for the duration. When the spell ends, the target falls if it is still aloft, unless it can stop the fall.
At Higher Levels. When you cast this spell using a spell slot of 4th level or higher, you can target one additional creature for each slot level above 3rd.

I'm currently working on an Goblin Alchemist Artificer who loves to blow stuff up. He's based on the green goblin from spider-man. I'm wondering whether I should have him know this spell or have him make a homebrew glider.
What do you guys think?

please remember you can get Fly, but not Feather Fall.
Fly Safe and Concentrated
But you can choose the Tomb of Levistus invocation. It's a much cooler way to survive losing concentration on Fly.

Can a creature use fly on itself?
Encasing yourself in ice and then crashing into the ground is cooler than floating down?

You have the same carry capacity I assume, if your PC can physically lift a medium creature then I'd say sure they can, and a small creature? Definitely

Theoretically could one cast this on say a keelboat as it is technically a creature? Definitely not going to bring a flying boat to a dragon fight
Counterpoint me, the boat can’t think and isn’t sentient so even if we cast fly on it we can’t do much with it… but we could certainly try…
And 4 elements monk...though in a round about way. And I'm sure there are some clerics and bards with backdoor passes to this spell.

How much does it cost to buy a 3rd level Fly scroll?
It's up to the DM how much magical items cost, though the Dungeon Master's Guide does provide some suggestions. If your DM is following those suggestions, then uncommon magical items (which would include 3rd level spell scrolls) cost between 101 and 500 gp.
So, does the caster need to concentrate, or the willing subject?
