You create a magical zone that guards against deception in a 15-foot-radius sphere centered on a point of your choice within range. Until the spell ends, a creature that enters the spell's area for the first time on a turn or starts its turn there must make a Charisma saving throw. On a failed save, a creature can't speak a deliberate lie while in the radius. You know whether each creature succeeds or fails on its saving throw.
An affected creature is aware of the spell and can thus avoid answering questions to which it would normally respond with a lie. Such a creature can be evasive in its answers as long as it remains within the boundaries of the truth.
Does this affect the caster as well if he is inside the zone of truth
It certainly does.
Comprehend Languages does not translate Thieves' Cant. Thieves' Cant is coded messages spoken plainly in a given language. Comprehend Languages only lets you know the literal meaning of speech.
So if someone says in Dwarvish, "I was walking thru the woods this morning and came across a half-eaten deer, and I thought to myself: 'what a damn shame.'" that might mean, "The deal is off," in Thieves' Cant, but in Dwarvish, it literally means they were walking thru the woods and came across a half-eaten deer. Comprehend Languages doesn't break codes for you. It just helps you understand languages you don't know.
There's a reason it specified "literal meaning."
Enchantment, will work on high elves and other creatures/characters immune to charm.
Not if you cast command to answer. Then they have pass two checks unless the answer might endanger them.

I was in a rogue with a party with a paladin. I could not stand the paladin, as he was well played to be honorable, forthright and merciful. Kept me from a lot of good loot, so I took some of his. Later, he found out when he went to put on a ring and didn't have it. He cast this on my rogue, and I failed my CHA throw so I could not lie. What came next was 10 minutes of never answering a single question.
P: "did you steal my ring?"
R: Why would you think I stole your ring?"
P: "I had the ring yesterday. You were on watch part of last night, and now I don't have it."
R: "Are you sure you didn't misplace it? Let's trace your steps back to where you last saw it."
P:"I know you stole it."
R: "How did you come by this knowledge?"
and so on for 10 minutes of real time. DM was dying laughing and even the paladin player was grinning...
you could also recite something you remembered which isn't related to the question, even if it sounds like a reply.
