2024 PHB says this is Enchantment, not Transmutation.

Correct. If that weren't the case it would say "you can replace the result with a 15" and it would be pretty useless for a level 8 spell.

Dispel magic like a champ. Just need a 18 Charisma (+4) to autodispel whatever you want.

The only magic that can tell if you're being truthful is zone of truth, so I have to assume this spell is specifically meant to counter that spell because if it doesn't that last part of the spell does nothing. Planetars can tell if something they hear is a lie instantly regardless of skills or magic, and because it isn't a magical effect this wouldn't bypass it

Still an excellent spell when you need it though, the main benefit of being really good at charisma is pretty useful.

 I think the fact it has divine in the name of that ability of the Planetar, might suggest it is magic
