You alter time around up to six creatures of your choice in a 40-foot Cube within range. Each target must succeed on a Wisdom saving throw or be affected by this spell for the duration.
An affected target’s Speed is halved, it takes a −2 penalty to AC and Dexterity saving throws, and it can’t take Reactions. On its turns, it can take either an action or a Bonus Action, not both, and it can make only one attack if it takes the Attack action. If it casts a spell with a Somatic component, there is a 25 percent chance the spell fails as a result of the target making the spell’s gestures too slowly.
An affected target repeats the save at the end of each of its turns, ending the spell on itself on a success.

Old - Spells with a casting time of 1 action having a 50% chance to delay the spell until the next turn and requiring an action to complete it
New - Spells with a Somatic component have a 25% chance for to fail completely.
Since only the spellcasting was changed (the attacking part was clarified, since you get either an action or bonus action), it's not really an upgrade or downgrade. The old one they still get the spell, but hit far more spells and eats up action economy. The new one wastes the spell completely, but has a lower chance. It's a toss-up for me.
Yeah the new system is definitely a side-grade. Personally I prefer the new version because there's not a lot that used to interact with spell components of your enemies. This will also be a fun spell to use on your players as a DM as well.
