There's no "both/neither/depends" option on purpose. Most often, what's the tempo mean in a piece of music in your opinion?
A recent twitter thread brought up something about technicalities in music.
Barber's Adagio for Strings (though I greatly prefer the original II. Adagio Molto from Barber's String Quartet Op. 11) is metered/metred in minims or half-notes. (6/2, 5/2, and 4/2 - mostly 4/2) So, does Adagio Molto apply to the BpM of the minim or just the feel of the work? The primary theme is in crotchets or quarter-notes. So, that would make the theme double the tempo, effectively rendering it andante, in the former interpretation but possibly, in the latter interpretation, making the theme adagio instead but the meter half of the already long BpM.
It doesn't end there. You have stuff written in 3/8 where the "feel" might be the whole measure or each quaver or eighth-note. (L'apprenti Sorcier solves this by directly stating the BpM, but many compositions do not include BpM.) There are genres of music where 6/8 means both 3/4 and 3/8+3/8. Where does the tempo apply?
II. Adagio assai from Ravel's Piano Concerto in G is 3/4 but the underlying rhythm is half that in 6/8 (or 3/8+3/8). Does Adagio assai apply to the 3/4 or the two sets of 3/8? This one's particularly weird because the themes are 3/4 despite the ever-persistent 3/8 waltz-like rhythm underneath it all. Who gets the Adagio assai? The waltz-like rhythm or the theme? Some sheet music show a quaver BpM and some don't. I couldn't say if it's on the manuscript or not.
So... BpM or "feel"?

No?” will be my epitaph.

As an Orchestra player and... (yeh, that's it)... I can say that it is often feel, but BpM is pretty important in an orchestral piece.
