Lots of things seem to not work when creating items. Ex making full plate and I used Plate as base and it will not allow dex bonus at all. In the basic there is a drip down for allow max dex. Doesn't work . Tried bonus max ac tried set max ac bonus doesnt work
I am not a DDB employee or anything, but you may want to create that item from scratch and not use Plate as a template. Plate armors, by definition, do not take Dex into account. They have a set AC and that's it. You may want to create a wondrous item with the properties that you are trying to create, or a light armor with an increased AC.
I had to end up using leather as the base armor. But that's the general flow of the whole item creation process you can't get rid of some properties when you use it. And when you create armor or you have to use some base it won't let you just create something from scratch or like you said you have to make it a $1 item which kind of defeats the purposes of saying that it's a weapon or armor
The other issue is that when you select whatever weapon or armor that uses the base description in your description and there's no way to override that. It doesn't show up in the inventory menu but if you look at the items description page the base item description is still there.

Good luck with it!
