Currently Heavy armor blocks dexterity bonus amounts but doesn't also block negative amounts.

Heavy armor doesn't let you add your Dexterity modifier to your Armor Class, but it also doesn't penalize you if your Dexterity modifier is negative. (Page 145 Players handbook)
you can use a custom movement to Express that change, but it would be best if dndbeyond took care of that if your character is wearing heavy armour without the strength required.
I thought that It did this correctly but I've just checked and you're correct - there is no movement penalty applied from wearing armour with insufficient strength.

Also if you're char doesn't meet the strength requirement speed should be reduced to 10.
