You can homebrow feats for the condition (or different feats for different level effects) and just add and remove these as needed.

how can I make feats that add a new condition?
By giving the feats the name of the condition, and giving it modifiers that enact the condition's effect.
Then just put the feat on the character that has the condition.
Just make sure to label it so it isn't taken as a feat during level up.
It's currently just a meter with the effects to be determined by the DM when the meter hits 0
So I basically need a UI that is the reverse of "Exhaustion" under "conditions"
Just track it in notes.
