I am unable to add anymore characters to my campaign even after I removed one. Currently I have 4 players and 11 NPCs in the campaign (after removing one). I pay for the top subscription tear so that I have unlimited characters. I also submitted to the devs through the support link, but I'd like to know if anyone else has experienced this and if there is some way to fix it.
Well, it makes sense. Having all the NPCs in the campaign is just easier for organizational reasons as I am running a couple of campaigns. I suppose I didn't occur to me that it is there as a limit for content sharing.
They are working on changing that limit from characters, to players.
This would be helpful. My group only has 4-5 people (including DM). And we often have 2-3 characters per player, running multiple adventures out of 1 campaign.

A campaign can only have 12 active characters.
Well, that explains it, but this shouldn't be the case. There really shouldn't be a cap on the number of characters if I'm paying for it.
You can have unlimited personal characters, but a maximum of 12 per campaign due to content sharing.
This is because if you could have unlimited characters in a campaign, you could share content with unlimited players.

It's also worth noting that the NPC characters you've created don't need to be in the campaign.
You can view them at any time, as they are your characters.
If you want your players to be able to see the characters sheet, you can do so by hitting the share link on that character and giving them that URL.
If any of the NPC's join the party with the players, they still don't need to be in the campaign as characters.
You could also create these NPC's as homebrew monsters instead.
