It most likely would have been the different meta data tags further down, they can be a little tricky to understand at first but will hopefully make more sense as the tools become more familiar.
Can you explain how your we're doing it wrong. I was about to make this same post because my character is getting the benefits even without it being attuned. If this is a user error instead of a system error, it would be helpful to have an expaination of how to fix the issue.
The attunement section is nothing to do with equipping, when i unequip the item (in the equipment manager) the benefits don't stay. If you don't want the effects to stay make sure you actually unequip the item in the manager rather than just unattuneing it :)
Okay, it appears I misunderstood the question originally - I thought it was in relation to creating a homebrew item, not equipping existing item to a character - my bad.
At the moment stats from items apply when it is equipped - obviously for something that requires attunement it should be only when it's attuned. I'll flag this one across to see if there is a way to improve this. :)
The cloak of protection in the character builder doesn't seem to require attunement, but it's supposed to.
