I'm making a set of Magic Items for my home game that all work together with a Feat (3 attuned items that increase the effects of the feat essentially). I realized that under "Modifiers" for Magic items, one of the options for "Modifier Type" is Feat, and then the "Modifier Subtype" list is populated with all the available feats. HOWEVER, homebrew feats are not included in this list. I assume this was an oversight when homebrew was released. It's not a major setback, but it would be nice if it was included.
There is no option to grant a specific feat through any homebrew option for anything. Feats are not supposed to work that way. A Feat is an innate talent or effect of own learning. By what feats are supposed to be, nothing but natural talent or training can grant it - magic items/subclass/race powers and magical effect just grant effects, not feats, but you can certainly make an effect replicate the effect of a feat.

Then what's this? Without a list explaining all the options, this CLEARLY looks to be the addition of a Feat through a Magic Item.
There are many modifiers that don't work for all situations. Feel free to test: make a magic item add that Actor feat, then go see if it applies to the sheet.
The homebrew system we use is a "lite" version of the tools the devs use to make official stuff on here - some will work for them, but not for us, some will have the modifier show as an option for all kinds but actually only works in a subclass or something.
The homebrew system was never originally supposed to be a proper homebrew system. It was opened up for our use due to public demand and impatience, but isn't a complete system and was never designed intentionally for homebrewing. As a result it will have odd behaviour - like a Feat modifier in a magic item that doesn't actually add the feat to the character when equipped.
They are revamping this system to provide a proper homebrew system - but it will take a long time before we get it.

Magic Items cannot add feats, homebrew or not.

Basically this modifier doesn't work on items but wasn't flagged to be hidden on it.
