I created a 3rd-level homebrew spell that deals 6d8 damage, and 1d8 extra damage for each spell slot used above 3rd. But when my character tries to use that spell at a level higher than 3rd, the damage becomes 1d8 instead of increasing by 1d8.
Devious serpent folk devoid of compassion, yuan-ti manipulate other creatures by arousing their doubts, evoking their fears, and elevating and crushing their hopes. From remote temples in jungles, swamps, and deserts, the yuan-ti plot to supplant and dominate all other races and to make themselves gods.

So...I know this is an older thread, but I'm kind of doing the same thing as the OP. But I noticed that the mod that replied to this gave a level scaling based on what appears to be the player level. Is there a way to customize the spell scaling based on the spell level, and not by player level?
Ex: I'm trying to make a revised 1st level Witch Bolt, to balance it and make it more usable at higher levels.
Edit: Figured it out, I wasn't saving all of the changes before rebooting the character sheet. Sorry for the necro-post.

Make sure to specific the Damage modifier for higher levels, like it is done in the picture attached.
