The Artificer class is not part of the core rules. It is only available if you own one of the two books it was published in: Eberron: Rising from the Last War and Tasha's Cauldron of Everything. If you own one of those books and you're still not seeing it, make sure that "Expanded Rules" is turned on in the Home tab of the character builder.
