Well, One character I was thinking of doing was a eladrin sniper with elfish accuracy. Now, before everyone yells at me for being crazy powerful, my DM told us to min-max as much as possible, as this would be a very hard game.
That Double Barrel ability not being a limited resource is broken AF starting at level 11. It becomes a way to do 12d10 piercing damage per round. Very fun but it would need revision at my table.
I would make a CHA based Fighter, be the sort of Han Solo type. You could be a great Face character and still do decent damage. I like the Pistoleer more than the sniper, Blade and Black Powder sounds like too much fun to me. I get that Sniper can do zomg damage, but it just sounds annoyingly OP to me.
...then again maybe it's just cause most of the big damage players I've played with end up being these insufferable, cocky players, and it just gets exhausting.
I'm not sure if it works with archery. It technically isn't a ranged weapon, as it says nothing about them being ranged weapons.
I'm actually not 100% sure, because it says "This process begins by selecting the form upon which to base your weapon." but when it goes into detail about how to make an attack it states, "Make a ranged attack roll against the target." So I'm guessing it's implied, but it might be able to be argued against it. Though that'd be a pretty scummy thing to do if you just claim it doesn't count. You can go one step further with that train of thought and claim that you're not even proficient with the firearm because it never says that you are.
Ah disregard that not mentioning proficiency comment. I just over looked it via they put it in a weird spot. Though I still would think it'd be pretty weird to not apply the archery fighting style since that it is implied that this is a weapon, that does ranged attacks.
So, the new Bilgewater adventure gives us the renegade, which is similar to the gunslinger. What kind of character would you make with this subclass?

When the DM smiles, it is already to late.
Well then. Go sniper, get barrage and double barrel. Oof.

Add crosshairs with elfish accuracy, and just wait for the crits to roll right in.

Is the pistoleer balanced? Nobody's been discussing that
Depends who you ask, the only subclass that's "balanced" in my opinion is the barbarian's path of the depths

It's not themed completely correctly. The Depth Charge should deal cold or bludgeoning, not force damage
yeah, force was a weird choice... should've been split between thunder and fire in my opinion.

Damage Output for the Sniper form at 11th level:
With 20 DEX and Archery, It has +12 to hit, so you'll probably hit every time.
Cunning shot ignores resistances and immunities, so you'll deal full damage.
Action surge lets you shoot 4 times, if you add double barrel.
25 damage a shot = 100 damage
Extra 6 fire damage per shot if you spend a bonus action on Trial by fire, making a total of 124
If you hit a critical on any of the shots, you'll add a additional 31 damage on average.
155 is more than the Lich's 135, meaning that a Renagade (with some luck) can kill a Lich in a Single turn

No. You definitely are. Imagine you made a bow to match your long arms. You would be proficient, as you made it for you.

I guess you could use archery. But never sharpshooter. That's to much.

The Character sheet calculates archery into it
Then that's the answer! What about sharpshooter? It shouldn't...

Haven't tried with sharpshooter.
The wording with sharpshooter appears to work. If Archery counts it as a ranged weapon, then wouldn't sharpshooter?
The not imposing disadvantage part is useless, as there is no long range.
The other two appear to work.
i'm making vinegar doppio from the anime jojo's bizarre adventure and i guess he would be a gunslinger.
