We defeated a boss with Staff of withering, and my members told me that it may be useful for disadvantages against my stunning strike. I thought before to 1 lvl dip into peace cleric in the first place for lorewise. So now it's even more compelling.
I'd rather go with teamwork... do you not already HAVE a cleric/druid/warlock or whoever thay can just use one of their turns setting this up for you?
DC 15 is kind of ouch at later levels but the right combo could make it happen, bane comes to mind... a bane AND a disadvantage would make crippling your targets much easier.

We are scribes wizard, arcane trickster rogue and me.
I would probably take a dip in either cleric or Druid, pick up a couple cantrips and 1st level spells for utility, heals, ranged attack, etc. and use the staff if I was in your situation. A 1 level dip isn’t too bad considering you are already 7th level. I might go Monk 8 for the ASI and then dip. But would be tempted to dip first.
Eh, I'd be on the fence for this. It's nice, but it's only 3 charges a day and anything you'd really want the disadvantage to CON saving throws on by this point is already going to have good odds to make the save on the staff. You probably want the ASI first, and then it kinda comes down to how long you'll have to wait for the next level. If you're looking at a lot of sessions and combat between levels, might be better to sell the staff and buy a magic item you can already use vs hold onto it for a while until you can use it.

There are definitely pros and cons for this decision, especially as you get into higher levels. A few times a day that you can deal some extra damage with possible disadvantage for an hour isn’t that bad, if the wizard or rogue can take advantage of it. And looking at the party make up having some cleric/druid spell options even just a couple times per day wouldn’t hurt. And you are probably using a quarterstaff or spear anyway so having a magical one (only your unarmed strikes overcome damage resistance from non-magical B, P, S damage) wouldn’t hurt.
The disadvantage is only on STR and CON saves, in my experience most big spell effects are DEX or mental saves. It's not nothing, but if they've hit the point where there's a big gap between levels, I'm not sure it's worth either putting an ASI off or holding onto the item for an extra level. If you just want a magic item, trading the staff in for a +2 quarterstaff could be an option. The multi-class isn't a trap pick, but it does have costs that need to be weighed before going for it.
