This is insane. This character could likely out-charisma literally any other creature or player in the entire game (excluding similar Fey Wanderer Builds). I dare you to prove otherwise.

Fey wonderers are great for being charismatic, but unlike with Bards or other charisma based classes, they can fail a charisma save just as easily as a normal ranger. At least till level 7, but even then elves and half elves get the extra resistance that they do.
OK, adding 5 uses of the Tome of Leadership and Understanding and Tome of Influence is not a viable build that I see any DM allowing in actual play. You've also technically input the racial ASI incorrectly: the DDB character builder may allow you to do CHA +1 for all 3, but that's not RAW, that's a technical error. However you probably have room to correct for that in your build.
You also haven't mentioned the part of the rogue build that really helps you out, though it doesn't come online until level 19 with the way you've set this up: reliable talent means all these CHA skill checks are a minimum of 10 on the die.

My challenger, an eloquence bard (I've only done a do equipment version) might only have +17 his charisma checks but he can not roll less than a 10. Sometimes persuasion and intimidation is impossible, that is the time for mass suggestion (With universal speech this can be used on 5 creatures that di nit even understand a language). If necessary he can cast enhance abilty or (mass) suggestion subtly. It isn't as strong here but I am not a million miles away.
The Bard is much more rounded than the bard/swashbuckler in combat with +2 dex he will be well behind where the damage should be, and when he does hit the sneak attack damage will me a lot less than a single class rogue and your spell pregressio will be well behind a pure ranger. The Bard (or Bards if he casts simulacrum), thanks to magical secreewts he gets his pick of the best spells in the game here I have given him the likes of wish, heal and counterspell. Spell selection would vary on who else is in the party.
I could have increased the wis checks by transferring Con into Wis but for most characters having 10 Con is asking for trouble. For example against an ancient green dragon it is impossible for you to make the save against its breath and a single hit will lose most of yout hit points.
We have a few wanderer and a bard in our 5th level game. The ranger is definitely a better face but can still fail if they don't get help. (Bardic or otherwise)
Also like Jegpeg and Arkysmith said not all problems can be solved via one skill roll.
I think having it is a good addition to the game and it only becomes problematic if there's another table problem (players fighting over roles or dms allows "one solution playbook" approach to socal encounters.)
Bards can definitely outdo a Fey Wanderer in the social problem-solving department. Expertise at 3rd level is basically equivalent to the bonus a Fey Wanderer gets, but is more flexible. Then at high levels, Bards can cast Glibness, which ensures at least 15 on any CHA check w/out concentration. Rangers don't even get 8th level spells. Bards also have access to illusion spells like Disguise Self, Silent Image, and Hallucinatory Terrain (without having to dip into Magical Secrets), which can all be used creatively to get further boosts to CHA checks if you can gather intel on the creature you need to persuade/intimidate ahead of time.
I always chuckle when I see 2-3 threads about the problems with rangers and the a thread about how overpowered some type of ranger is. Like all rangers they are powerful, and, like all rangers they are not as powerful as well a designed single focus character. By nature rangers are multi focus characters, so in this case a fey wanderer vs a face designed bard the ranger is going to be a better fighter, probably stealthier, a solid backup face but will not be as good a face as a well designed bard and probably won’t match up to the bard in the skills department because of the bard’s jack of all trades ability. Eventually the bard will also outstrip the ranger at magic simply because the bard is a full caster and the ranger a half caster.

The ability to add wisdom to charisma checks can be heavily abused.
I decided to experiment with how far I could push this, and here are the results:

it is 60% rogue, that isn’t fey wandere with rogue elements but a rogue with fey wanderer elements
