I've just finished, or at least published, my first homebrew. I'm pretty new to the game mechanics so please have a look, comments are appreciated.
The subclass is: Operational Expert, and it's designed to highlight skill-sets that are derived from the Ranger's ability to observe his or her surroundings.
At level three the Ranger is able to choose one of three options:
an armor buff on allies,
a personal buff to perception checks, or
a stealth debuff on enemies.
They also gain the Guidance cantrip. These are pretty big bonuses, so the Ranger also gets a penalty to their base Charisma, which will stack at each subclass interval as the character advances from making observations at the level of; "That's what she said."
At level seven the Ranger gets a choice between two options:
a 'dodge' type mechanism that is intended to stack well giving those attacking the Ranger disadvantage (1st attack/round), or
an armor debuff towards enemies
The Ranger also has access to the spell Slow as an action with no material expenditure, but only once per day. More power but the continued charisma deficit might cause them to start exclaiming: "Bazinga!"
Level eleven does not have options, instead the previous options determine the skills the Ranger attains;
A permanent armor buff on the ranger (if wearing armor), or
The spell True Strike as a bonus action, three times between long rests.
The Ranger also gains access to the spell True Seeing once per day, and yet another stacking Charisma debuff that may cause the PC to exclaim, in reaction to NPC's dislike; "...I'm a high functioning sociopath."
Level fifteen grants the Ranger the Wish spell, but only three times: ever. Of course the player will need to describe the sequence of events that the Ranger (and his minions) took in order to affect the wish. I think that will be an appropriate roll playing cost to the spell. The Ranger will also have access to the spell Time Stop, as he goes into the slow motion preemptive battle sequences depicted in the modern Sherlock Holmes movies. That spell is also only accessible once a day. And by know the cumulative charisma buff should have reduced any Ranger to a highly useful android that no one wants to have a drink with.
I would make it so the ranger gets the wish spell 3 times ever. After level 15 he/she will be bored after expending all uses of it. I would make it once every 7 days that you can cast it (Basically in between certain checkpoints is the only point where you can get it). All else looks good. Don’t debuff charisma too hard or the buffs aren’t worth it.
No offense intended. This is a really weird build, it doesn’t feel thematically synchronized, the abilities seem to all over the place and honestly it would require so much work to fix I would rebuild it from the ground up. I am unclear what you aware trying to accomplish with this build to be honest. It also sounds like it would make more sense as a fighter build then a ranger. Be happy to work with you if you want.
