yes charisma is the main stat of the sorcerer but no class feature in the main class (other than the empowered spell metamagic option) relies on it, and unlike the classes that prepare spells your versatillity will not be hindered by having a low spellcasting abillity score, the only thing having a bad charisma score does for an sorcerer is **** up you spell attacks and save dc as well as spells that specifically call out your spellcasting abillity.
So if you are playing as a clockwork soul sorcerer who uses booming blade as your bread-and-butter fire bolt replacement, relies on sleep, magic missile, cloud of daggers and animate objects as your only real damage dealing spells (something that should not be an issue when those are pretty decent spells to begin with) and mostly make yourself useful to the party via buffs and utillity spells (something the clockwork souls and sorcerers in general are already good at, twinned spell haste is very potent) then you should be able to play an perfectly viable sorcerer who has absolutely zero social awareness or people skills.
(you could also use your expanded spell list to learn armor of agathys via your expanded spell list, that spell works very well in conjunction with your ward feature)
(chose to call out clockwork soul specifically as all other subclasses either relied on charisma in some way or they motivate you to cast spells that rely on charisma, clockwork soul was the only one that fully made sense)

Actually, Spell Bombardment has a much bigger percentage effect on lower level damage spells than it does large damage spells. And Magic Missile and Cloud of Daggers would both benefit from it, many times. BB also gets a nice buff from it as well, which will be your bread and butter anyways.
The only spells that are purely beneficial in nature do not rely on Charisma. The mostly negative ones do, and a low DC would actually drastically lessen the negative effects. Confusion, Fireball, etc It might actually make the class better by having it.
Tides of Chaos will ensure you’ll never fail a concentration roll (and reducing the need for a Feat in War Caster), succeeding on skill checks, etc. You can also use it for combat - throwing in BB and GFB attacks with advantage is far superior to just negating disadvantage.
Bend Luck is perfect support as well - adding “on demand” bless style effects to your party.
Not saying it’s more effective than Clockwork, but it’s definitely not dependent on Charisma much either (and has some side benefits for having a low score too).
