While the behavior of D&D Beyond's implementation of the rules should absolutely never be taken as evidence of either RAW or RAI, in this case you are correct.
"As a Magic action" means it only takes one action to cast the spell. The only reason for those words to be there are so that they override the spell's normal casting time of one hour.
an At Will spell like a cantrip. If you have a familiar scouting, it dies, you can have it replaced with a new one next turn, if it dies, you can repeat, every turn. Like an infinite supply of scouts/drones/etc. but only one at a time.

It’s not quite that infinite, since the spell does have a 10gp material component that is consumed each time you cast it. But Pact of the Chain does allow you to cast it quickly and without using a spell slot.
