Hi everyone. I'm building out a character for a wizard in my campaign. The character is currently level 4. Witch bolt is not an option in the list of learnable spells. Any ideas why? Thanks!
To add - All content is enabled in the first screen for character creation. We are running with the 2014 player's handbook and 5e rules for now.
are any other spells missing? Did you make sure you selected the legacy wizard rather than the 2014 wizard (though I doubt that's the problem)

Any time an unfathomably powerful entity sweeps in and offers godlike rewards in return for just a few teensy favors, it’s a scam. Unless it’s me. I’d never lie to you, reader dearest.
That spell is one of the ones that's only available in the Player's Handbook and not in the Free Rules/Basic Rules. If you don't see it, it's probably because you don't have access to the Player's Handbook for some reason and you're only seeing spells from the free content.
One way this could happen is if you selected the 2024 version of the Wizard class. If you did, and you don't own the 2024 version of the Player's Handbook, then you won't be able to select either version of the spell — the 2014 version will be missing because 2024 characters can't select the old versions of options that have been updated for 2024, and the 2024 version will be missing because you don't own the book it's in.
One easy way to tell for sure is to see if the Wizard class you're using has a level 2 feature called "Scholar" where you select a skill to have Expertise in. This feature is only in the 2024 version.
If that's what's happened, you'll need to go to the Class tab of the character builder and select the 2014 version of the Wizard class instead. You may need to scroll down to find it.
Is witchbolt really not in the free rules? I'd have lost money on that if it was a bet.

It is not in either the 2014 Basic Rules or the 2024 Free Rules. Surprised me too.
