If you homebrew a slime race that let's you take levels in the race (kind of like a race restricted class) you could make Rimuru tempest by multiclassing levels into that racial class. Or you could just make a feature in the homebrew race to sacrifice xp for racial features.
I have to agree with a lot of everyone’s comments on the max level is 20 in 5e. Now if this was 3e or 3.5e or older this might be feasible but till 5e increases the level cap beyond 20 it isn’t feasible. Give you an idea D&D (D&D 1e), AD&D (D&D 2e) was were you could take a character beyond level 20 way beyond, IE it took a lot more work to manage your character because you had to manage an actual kingdom, build your castle and manage your estate, as well as have the possibility of becoming a demigod for your deity. D&D 3e and 3.5e drastically reduced the high end levels simplified the rules and did away with kingdom management. I won’t touch D&D 4e it’s the reason I went to pathfinder before a friend introduced me to D&D 5e.
The Plasmoid is a good option for this build and if your DM is nice, which I will assume for this build due to how magic and plasmoids work. Background Can be anything for this build. Choose the Sorcerer class. If your DM uses the starting Feat rule, choose Elemental adept specifically with lighting. Other good feats to choose later on are Fey Touched, Spell Sniper, and Metamagic adept. At 2nd level you can make your spells lightning damage if you want. At 3rd level choose the Distant spell and Empowered Spell Metamagic options. Next choose the Storm Sorcerer class.
An extra language is always nice, Primordial is very good anyway.
Tempestuous magic is a good dodge.
At 6th Level you get resistance to lightning and sound damage
You can also deal extra damage from lightning damage though the range is limited. You can expand it to 100 feet by combining Fey Touched's misty step, Spell snipers range double, and Plasmoid's appendage creation.
The 6th level ability to minorly control weather is nice but almost never useful.
At Level 14 you can Deal revenge lightning damage when hit by melee weapons between damage of 14-20.
This also initiates a strength saving throw which will push opponents up to 20 feet away from you in a straight line. You could push someone through a wall doing bonus damage if correctly performed.
At Level 18 you get immunity to thunder and lightning damage. Thunder is uncommon but lightning is especially dangerous at higher levels.
You can also get 60 feet of fly speed
As a bonus action you can reduce your fly speed to 30 for one hour and give 3 + your charisma modifier creatures 30 feet of fly speed for one hour. Easy Transport for your party.
