Dragonborn can multiclass Sorcery on lv5. Druid and Ranger, any species, can also multiclass, but only if you don't have any other class. Dwarf can multiclass Cleric at lv6.

The mutliclass rules are there for balance purposes and the game will get very unbalanced without them.
But, while there are restrictions or a little reworking of some features there are no actual penalties imposed. So I'm not sure what you specifically mean by this.
By dragonkin did you mean dragonborn? They can take the sorcery class. But this is a class not an inherent racial feature so it doesn't work different for them in any way.

There's always ways to re-balance, as I've learned. For example, if every species can have a few multiclass tricks, that would balance it right there.
The key is to cover all the classes and all the species in this case. I'm thinking that each species and class can multi with 2 facets each.
Besides, how many people do you see going more than 1 class? Not many, due to the penalties involved.
So, how about I come up with a feasible list to do that?

For example, armor and specials in them. But certain deadly multiclass combos could really counter certain others.
Take multi with Druid, Cleric, and Ranger, for example. Multi would give them bonuses in wisdom, constitution, and dexterity, but penalties in intellect and strength. Or Wizard, Mage, and Sorcerer would beef up wisdom, intellect, and charisma, but encumbrance penalties would double/triple, and drop strength, dexterity, and constitution.

Multiclassing doesn't impose penalties. Nor does encumberance beyond reducing movement.
Classes do not increase your scores (with exception to Barbarian) but do not penalise any either. Some grant you proficiency in certain saving throws but not as a multiclass - your saving throw proficiencies are determined by your starting class or feats taken during levelling up.

Let's say I happen to have 14 in all ability scores and be a fighter, if I decided to multiclass into Sorcerer, I would still have 14 in all scores. If I then multiclassed further into Wizard and then into Druid... I would still have 14 in all scores.
Multiclassing doesn't affect your ability scores in any way.

I think I speak for all readers when I ask: What did you read that made you think multiclassing was restricted or penalized in any way beyond Ability Score requirements and proficiency limiting?

I believe you might be seeing that your character cannot multiclass to those classes due to attribute requirements are not being met. ie If your Wizard characters Strength and Dexterity are both at 12 or lower you cannot multiclass to Fighter, as well as other classes.
Actually, I'm not complaining about the stats, but the ability to have specific personal changes based on certain class and race combos. Put simply, the ability to reference classes and races as conditions.

I don't think that it's possible to discuss any ideas of making homebrew changes until it is understood what it is that you feel is unreasonable.

Can you post a link to the rule book page or a screenshot of the character sheet, where you we seeing the red that was bad conditions?
