When I create a new encounter, all the characters in the campaign are thrown into the initiative, even retired inactive characters. I have to spend time at the table manually removing all the inactive characters. Even accidentally added a character and couldn't remove it so I had to refresh, thus having to remove inactive characters all over again. Its not terrible if I set up encounters in advance but its still even annoying then, but having to do this in the middle of the game I am running is incredibly frustrating. I know this is in beta but this has been a problem forever and I have no idea if its ever getting fixed.
Edit to clarify I mean unclaimed characters are being thrown into the encounter, I wish there was a way to only use claimed characters.
That's interesting - I just did a test a minute ago and 'Deactivated Characters' in my campaign do not show up when I create a new encounter, so it seems to be working fine at my end. Are your encounters counting the Deactivated characters when you make a new one?

That might be your issue; if there's Unclaimed Characters on your campaign, I do believe they get added as they are technically 'Active Characters'. It's quite useful for DM's who have NPC's with class stats etc.
Easiest fix is Deactivate them. If no one is using them and they are not NPC's, then they are just clogging up you're Encounter :)
