I would like to know this as well. I'm not buying into iOS or Android, am perfectly happy using my Surface at the table, but for those times I'm away from internet access I'd like to have the offline app available for my platform as well.
I suspect that DM-ing with DnDB will always be better with the power and screen real-estate afforded by a laptop, whereas running a character as a player may be ok on a phone or a smaller format tablet.
I could see an offline app that lets you run a character sheet.. level it up, etc then allow changes to sync with your account once you go online again.
Anything beyond that, esp in the form of character generation or content, would need to stay online only.
This is really about the fact that there will be (it's already been stated that development is well underway) fully featured offline apps developed for iOS and Android devices, so it just makes sense to me, and others, to also develop offline capabilities for our platforms of choice.

How about an offline app for the PC what will allow you to read and search the Player's Handbook?
A windows universal platform app would be great. I also play in an environment without consistent network access and would prefer an offline application for windows. Most places don't seem to support windows apps so I doubt this will happen. Twitch doesn't even have an official windows app :(

Make it pretty easy to pirate...
It's pretty easy to pirate right now. I'm not sharing details on the official forums. But stopping piracy completely is impossible. The best you can do is offer convenience and a price point that makes it worth it to just buy the product instead of just pirate it. Paizo is a classic example. Starfinder just came out., Core rulebook PDF is only $10, At the price am going to spend the next 2 weeks looking all over the Internet for it, or am I just going to buy it and move on with my day?
This product is in the same boat. Readily available now for the taking from the right places. But there was enough value add to having it searchable and official that I happily dropped $20 for it. I'm patiently waiting fo the iOS and Android apps and hopefully the cross platform PC app (Windows, Masc, Linux)

Have to look at it that way, about 2-3 months ago, they checked their data and decided that they should focus on PC more. why ? because they realised that their data was more often looked at with a PC. that is logical since we've been telling them that those who runs games are never gonna use their mobiles to manage the said game. a mobile is way too small. that said, the market for windows tablet is much smaller then androids and IOS. so i think thats why they have done that. also the development of apps on windows is very different from android or IOS. i know i'm trying to develop my visual basic app for android and IOS and believe me it is a nightmare. i know C++ is more easily portable, and thats probably what they are using, but you have to understand that android (aka linux) is not as portable as you think it is. and apple has been making mac type stuff pretty hard to port as well. so all this would mean that in the end, their apps would need to be entirely reprogrammed for windows.
i'm not saying its impossible, notthing is impossible in this world. just saying i get why they are not hot on developping for windows. that said, i would really love if my old EXO-PC tablet was able to have that offline capability.

There are two reasons I haven't picked up the legendary bundle or gotten a top-tier subscription, and both of them are related to offline access.
I use a windows-based laptop to run my VTT (maptool), and keeping tabs open in my internet browser uses more system resources than I would like.
I've also read a lot of the reviews for the D&D Beyond Android app. A lot of folks out there are giving it negative reviews, and I wanted to see why. Most of those people don't understand that the app is only supposed to be an offline reader for your purchased content and not a fully functional offline version of D&D Beyond. There are other people who have legitimate concerns with the app, a number of them say they can't access content that they have purchased. That's the only thing the app is supposed to do, and if it can't do that it's basically worthless.
I realize that D&D Beyond is a web-based service, but they are advertising offline access to your purchased material. They shouldn't promise features that they can't deliver.
All of the tablets in my household are windows-based, and only being able to read my purchased content on my phone when I'm on the go is a little bit disappointing.
I'm still considering purchasing the legendary bundle, but no offline access for Windows may be a deal-breaker.

The Beyond offline app, "IS" a beyond offline app that mimics the websites, character creation and campaign notes are coming to it. character developments is coming next and is just around the corner.
as for people crying that they can't get their stuff to work... you have to understand most of them aren't at all logged in and haven't even realised they have to be logged in. and thus have only access to the SRD which is what they are crying about. i have been using the app forquite some times, my 3 groups have all been using it too, none of us have any problems whatsoever, as long as we don't forget to to log into our accounts. also, they need to download said books to their cell phones or tablets, many also didn't do that and yet they cry its not working. i'm just saying... if you only look at what people tell you, you wont be using beyond at all, because other softwares like Roll20 and Fantasy grounds to name 2, have been much much much better then this and thats because they been active for at least 5 years. heck i've seen people on the forum regularly ask for one feature we already have and yet they think its not there while it is.
its called giving time to people to do stuff, they can't do it in 2 days you know, but apparently that's what people want.
everything they promised we have right now.
as for windows based stuff... me think they will get it going sooner or later, because of what they told us a few months ago. when they finally realised most of the viewers came from a PC and not from a tablet or mobile device. remember, the offline app, is only in phase 1 of the beta test, its far from over. while beyond is full phase 4 right now. mobile app is going into phase 2, pretty soon. and it will come with not only characters builder, but whole new UI experience for it. where we can actually swipe to get the desired pages. what that will mean, will be seen when phase 2 launches.
how did i cope with it, up to this pint on my old Win7 Exo-PC tablet converted to Win10? simple, i downloaded bluestacks and simply instaklled the app on that. boom, android app on my tablet. and when it comes to ressources, it takes next to nothing. also, don't use firefox if you want to save on ressources. i say that because somehow firefox decided that loading the browser again was the way to go for each tab you open, and thus it takes 300megas of data per tab you open. chrome doesn't do that, edge doesn't do that. though i dont recommend edge at all.
overall... what i'm saying is... don't listen to the critics, on the forum only you can already see how many people cry about things we already have, those people will never be satisfyed even if this was the ultimate DM tools already. in my groups only, 3 groups... thats about 17 people that have been using the offline app for book keeping and all of them have had no issues whatsoever. thats a 100% right there. think what you want of this. but i' telling you... there is no problem with the offline app. and it is delivering exactly what was promised !

Twitch most certainly DOES have a desktop app. For Windows.

I was wondering if an Android emulator would be able to run the D&D Beyond mobile app. I'm glad to hear that it will. I do hope that they eventually release a native app for Windows, but until then it sounds like an Android emulator can be a good work around. I'm not using one right now, and I haven't used one in a few years. Do you recommend BlueStacks?
Look... It's simple: I want it in a medium that -= I =- control. I want high-quality books, pamphlets, or at least some nice PDFs.
I don't want this online only hogwash because as we saw with 4e, WOTC can't control things. I had a 4e online account and even bought stuff back then, not that it matters NOW! I could have used that money to line a birdcage and gotten better use out of it. To be fair, I'm not laying all the fault at the feet of WOTC. Heaven knows that NO ONE is exempt when the online portion dries up and the parent company pulls the plug. (Stadia, anyone?) There are too many examples of this to even start naming them.
There is some seriously cool stuff going on right now and I want to keep it. I am old enough that I still own the ORIGINAL stuff that I bought back in the 70's. I have been buying it all these years. I was able to keep it because it was a physical thing that I could preserve, on my own, and it didn't matter what the companies did. When my copy of "Expedition to Barrier Peaks" became too worn to use, I bought another. Something you can do when it's a physical thing. (And Rubbermaid tubs are great for book storage, but they should be replaced every 10 to 15 years or so because they do eventually wear out too.)
When the group YES made the album Close To The Edge, I bought it. I wore it out. I bought another copy. Then I bought it on 8-track... then cassette... then CD. But I have never bought it as a digital-only thing. Instead, I made mp3s off the CD that I owned, but I don't pirate. I buy the physical thing. I bought a flatbed scanner to do the same thing with my favorite books.
We should have the right and the control of where and how the data is used... or... they should just stick to printing books.
I really need offline access on my PC/Mac/Linux. Is that in the roadmap?
