Dungeons and Dragons is a product of a company called Wizards of the Coast. They, and they alone, decide what the game features or how it works on an official level.
D&D Beyond is a site created by the company Curse owned by Twitch.tv which is owned by Amazon. They are a digital tools site to offer easy to use character sheet, builders for homebrew content and a place to acquire digital versions of game content in a convenient manner. They are not owned by Wizards of the Coast and cannot make any decision so any kind towards what content the game offers. They are also restricted in what tools they can offer even as homebrew because game content is licensed by Wizards of the Coast and D&D Beyond are acting as an officially recognised toolset and retailer which means they have rules to follow, set by Wizards of the Coast.
D&D Beyond cannot change anything or add conditions. If you want to use homebrew conditions then you can use them in your game and can use the homebrew builders to add items or feats that can affect the character in the way you want or just directly customise the scores, in this instance. As this is homebrew this is on you, not D&D Beyond.
In the same way they are unable to create homebrew normal weapons they will be unable to add homebrew conditions as official options.

The primary reason I volunteer my time as a moderator for the D&D Beyond site is because the staff are such great people who are dedicated to making D&D Beyond an awesome site. They really do listen to the community and care what people want.

I use base 10. They are Fire, Lightning, Ice, Wind, Water, Earth, Light, Dark, War, and Mystic. But that's just tier 1/5 on my spectrum system.
I'm Fire-Light-War. Fire and light would translate into an affinity gathering towards charisma. Roughly translated, image. But not much for action. Fire and war... a weapon of terrifying destruction. Dragon or Siege. So, I would be in a position to even make campaigns that grow to lv20! Light and war... Paladin, but my sense of justice is more image based due to the fire and light... So, I'm not exactly governed by Morals, Ethics, Civics BUT... faith, love, wisdom.
Finally, the three together... Engineer/Whore - Either a dastardly manipulator that knows all the exceptions to everything. Or an earned ego, a victim to low-numbered justice factors.
My contract is not governed by money nor power, but merit and potential. And my system provides for that.
Now you know the first half of the spectrum - the elements.
Remember, discipline is just positive integrity, and you understand how chaos works. Discipline without law & authority needs what I'm more governed by. And remember... I never mean ill will to anyone.
So... I can guarantee I am safe and secure. But beware your own greed, ignorance, hatred, and destruction. Should those be touched, I will have little choice but to explain my numbers, ok?

Both reduce three stats when active, and scale from 1-5.
1: drop relevant stats by 1
2: drop stats by 3
3: drop stats by 5
4: drop stats by 7
5: drop stats by 12
Biohazard would drop strength, dexterity, and constitution.
Radiation would drop wisdom, intellect, and charisma.
If you don't have a wisdom and constitution of at least 1, your dead.
