I noticed that when I roll for my Rogue that has Reliable talent, it doesn't treat rolls of 9 or less as a 10 when rolling for an ability check that my character is proficient in. Can this be fixed?
No, they haven’t added that functionality. Fortunately, it’s not hard to notice that your total was less than 10 + your bonus when you roll it. You can even put a short note to help yourself remember your minimum for each skill!
I'm having the same issue. Not sure if this is a bug or a "feature" (it technically does say that you can treat die rolls under 10 as a 10, but not that you have to). Regardless, at the very least the default setting should be to treat them as 10s. Hope this gets fixed or a workaround found.
With the public dice rolling setting becoming more of a thing. They need to prioritize this defect as they have added advantage to the right click menu but I'm getting tired of the party & DM seeing a roll of twelve then having to explain why the roll was a twenty! It's been years, someone please address this bug!!!
I know creating a VTT experience and endless playtest materials for One DnD can take up some time, but it sure would be nice to put a little love into this rolling mechanic.

If I roll a skill I’m proficient i and I have Reliable Talent, but my opponent who has the Lucky feat rolls a low number, does the lucky roll override the reliable talent? What does reliable talent override the Lucky roll?
i think because Lucky changes the die roll specifically, and Reliable Talent says you can treat the die roll specifically as a 10 if it was lower than a 10, Reliable Talent beats Lucky here. anyway! september 2024 and still no fix! i do not think they ever plan to implement this. what baffles me is that Beyond20 used to automatically apply reliable talent, but it doesn't anymore. i guess dndb devs broke something when they started trying to force 1dnd updates?

Agreed. This is a core Rogue ability and it would be great to have support for it.
