Setup: I'm the DM with Master Tier subscription who created a new campaign and invited my friends to join it. I have enabled content sharing only allowing sourcebooks (I own all of the books to date) to be accessible to the players.
Question: A player-- who is a part of the shared content campaign-- came to me saying he could not see the extra races when creating a character. He was going through My Characters - Create A Character. I was thinking that those races would only be available when creating a character through the campaign add character options but he was thinking otherwise that the races should be able to be selected at any creation method.
I have validated that the player can access the sourcebooks that have been shared so I know content sharing is active.
Again, I was not sure how sharing works in terms of character creation and where the content would appear so I felt I should ask and try to get some clarification for my lack of understanding.
Someone being shared the content can only access that content when making characters within the campaign. Making a character outside the campaign will only let them use content they own.
In addition to what Emmber said if they have a character already made they can join the campaign with it and it will have all the shared content available after joining. Sometimes this can be easier than remaking it if they already filled out a lot of the sheet.

You are correct - they are wrong.

Thank you both! I appreciate the information.
