I'm trying to add my public homebrew feat Overcaster Initiate to my private homebrew item. The feat does not appear when I go into the magic items modifiers and try to add a feat. Is this a missing feature or am I missing something?

Pretty sure you can't add feats to homebrew magic items, much less a homebrew feat. (the system has historically been unkind to homebrew referencing other homebrew)
The best way around this would be to list the gaining of the feat with the item description and then add the feat manually on the character sheet.

Maybe so, but does equipping/attuning to that item give a character the Feat? That's why it doesn't actually work.
