It's the dumbest bug, not sure who screwed up. Hit points at level one are calculated as the constitution attribute value where it should be dice roll plus con bonus. As much as I like the HP on my new bard, how tf did I roll 12 on a d8?
If you proceed through the character builder in a certain order of steps, you can reach the stage where the builder needs to calculate hit points without a hit dice being specified. In such a circumstance, it defaults to a d12 as that's the largest hit dice. This is not a bug, this is fallback behaviour intended by the builder

Just going to note you don't roll hit dice for Level 1 characters. It's max value of the hit die + Con Mod. So if you had d8 hit die and +3 Con Mod, it would be 11 hit points (8+3). You only roll hit points for Level 2 and above (or can take average, rounded up, instead of rolling).

Can confirm. It has been like this for as long as I've been on DnDB and I'm STILL waiting for it to be fixed. If you build a new PC and leave the default HP to "FIXED", the HP come out right. Change it to manual and build your character, you'll always get 16hp. This really needs to be resolved. My issue with it being as intended and not a bug is simple: You are asked to choose which way to figure future HP after level 1 on the very first page. If the intent is to work around not knowing what the Hit Dice are, then get rid of that selection on the first page and move it to show up where the HD and starting HP are determined. Rephrase it to ask if 2nd level and beyond should use Fixed or Manual HP generation.
I've seen too many d6 HD people show up with 16 hp at level one. LOL
